A shell unit offers full freedom of layout and no previous fit-out to remove, but everything has to be designed, approved and built. A fitted unit can be ready much sooner and cost less to adapt, provided its layout, services and paperwork suit your activity. The deciding factors are how closely the existing fit-out matches your needs, the lease terms and how quickly you must open.
What are the advantages of a shell?
- Freedom: the layout, ceilings, lighting and finishes follow your brief from the start.
- No strip-out: nothing to remove before building.
- Clean services: new installations designed for your use.
- Negotiating position: landlords of shells often expect to offer terms that reflect the tenant’s investment.
The trade-off is that everything takes design, paperwork and building time. Our guide on what a shell unit means lists what has to be built.
What are the advantages of a fitted unit?
- Speed: toilets, services, ceilings and floors may already be in place.
- Lower initial scope: adapting an existing fit-out can be much lighter than building from nothing.
- Visible condition: you can see what works and what does not before committing.
The catch is that someone else’s layout rarely matches yours exactly. Toilets in the wrong place, a ceiling too low for your lighting or electrics sized for a different use can turn a “ready” unit into a partial rebuild.
Where do the hidden costs sit in each case?
In a shell, hidden costs tend to come from the building: drainage that is too shallow, a supply that must be increased, a slab that needs levelling, a route for extraction that turns out to be difficult. In a fitted unit, they come from the existing fit-out: services that look fine but are not suitable, a ceiling hiding problems, finishes that cannot be reused, or a layout that only half works.
In both cases, a careful visit before signing reduces the surprises. Our page on shell unit fit-out explains what we check.
Does the paperwork differ?
It can. A fitted unit that previously housed a similar activity may be simpler from a paperwork point of view, but a previous licence or declaration is not automatically valid for a different activity or a larger scope. A shell usually requires the full procedure for your activity and works. Your technician confirms what applies in each case (to be verified).
How do you compare the two on equal terms?
Comparing a shell and a fitted unit by rent alone is misleading. A fairer comparison looks at the total picture over the period you expect to stay:
- the rent and any rent-free period offered for works;
- the realistic scope of work for each unit, itemised rather than guessed;
- the time before you can trade, including design and paperwork;
- what you must remove or reinstate at the end;
- how well each unit supports the business once it is open — layout, visibility, access.
When you lay these side by side, the choice often becomes clearer than it looked from the listings. Sometimes the fitted unit wins on speed and cost; sometimes the shell wins because the fitted unit would need nearly as much work while giving you less freedom. A builder’s visit to each candidate unit helps fill in the second and third points with real information.
Be wary of comparisons made only from photos in a listing. A fitted unit can photograph well while hiding tired services above a clean ceiling, and a shell can look daunting while needing a fairly straightforward sequence of work. Seeing both with someone who knows what to look for — drainage points, ceiling voids, the electrical board, the state of the floor — changes the picture more often than people expect, and it costs you nothing more than an hour on site. Bring your technician as well if you can, so the planning and paperwork questions are answered at the same time.
Which businesses suit each option?
Shells tend to suit businesses with specific needs — a distinctive brand, a particular layout, a kitchen, a clinic — and those planning to stay a long time. Fitted units suit businesses whose needs are close to the previous occupant’s, those testing a location, and those who must open quickly. If you are taking over a fitted unit, the work may look more like a shop refurbishment than a fit-out from scratch.
